A buyer-ready RFQ response is not a company brochure plus a unit price. It is a controlled record that connects the buyer's requirement to your process, evidence, assumptions, commercial offer, and next decision. No single private-sector U.S. RFQ format is mandatory, but the information categories are consistent across serious industrial sourcing work. [1] [2]

TL;DR

  • Create a requirements matrix before pricing. Mirror every drawing, revision, material, process, tolerance, performance, certification, test, quantity, packaging, and delivery requirement.
  • Mark every exception, assumption, and question. Never hide a material substitution or quote against an obsolete drawing revision.
  • Separate unit price from tooling, samples, testing, packaging, engineering, and other one-time costs. State currency, quantity break, MOQ, validity, capacity, production lead time, Incoterm, and exact named place.
  • Attach evidence tied to the quoted process and product. A generic capabilities presentation cannot replace equipment range, inspection method, traceability, comparable experience, and sample data.
  • End with a controlled next step, owner, and date. A response is complete only when the buyer knows what must be decided next.

Freeze the RFQ package before pricing

Create an intake record with the buyer, program, part number, drawing number and revision, specification list, annual volume, quotation quantities, requested dates, delivery destination, and all files received. Save the original package. Do not let later email attachments silently replace it.

  • Buyer and program name, confidentiality restrictions, response deadline, and decision owner
  • Part number, drawing number, revision, 3D model, specifications, and precedence rule
  • Material grade, approved alternates, finish, heat treatment, special process, and marking
  • Critical dimensions, tolerances, performance requirements, test methods, and acceptance criteria
  • Prototype, sample, first-order, annual, and peak quantities
  • Packaging, labeling, documentation, destination, and requested commercial terms

Build a line-by-line requirements matrix

The matrix is the spine of the response. It lets engineering, quality, sales, and the buyer see the same requirement and status. NIST's supplier-vetting guidance emphasizes clear requirements and structured evaluation rather than relying on a vague request. [2]

Use simple statuses such as comply, comply with clarification, exception, not applicable, and buyer decision required. An unanswered line is not compliance. If a requirement belongs to a subcontractor, state that and identify the control method.

Show how the quoted product will actually be made

Provide a concise process route from incoming material through manufacturing, special processes, inspection, testing, packaging, and release. Identify the legal seller, production site, and every critical outsourced operation. The buyer needs the proposed production path, not an inventory of every machine in the factory.

Make the commercial offer directly comparable

Reference the exact requirement on the quote. If the factory offers a design, material, process, or inspection alternative, price it as a separate option. A low price for a different requirement creates rework and can remove the supplier from consideration.

Do not label an export price “landed cost” unless every included and excluded freight, insurance, duty, tax, brokerage, and destination charge is explicit. The U.S. importer remains responsible for entry decisions and should review tariff and regulatory assumptions. [3]

Attach evidence that answers the buyer's next questions

Keep the main response short and organize supporting files with stable names, dates, revisions, and a one-page index. Include only records that apply to the legal entity, production site, process, and product being quoted.

  • Quality-system certificate with holder, site, scope, issuer, number, and validity visible
  • Relevant process flow, equipment range, inspection method, and calibration evidence
  • Material, traceability, test, dimensional, and sample records for comparable work
  • Subcontract-process disclosure and control method
  • Capacity and lead-time basis, including the actual bottleneck
  • Product-specific regulatory or customer approvals, with scope and expiration
  • File index showing owner, revision, date, confidentiality, and buyer action

Use the factory-qualification guide when the RFQ requires a deeper evidence pack. Certificates support the record, but they do not prove that a specific part conforms to a drawing.

Review import and contract assumptions before submission

Before final approval, separate facts the supplier controls from decisions the U.S. importer must make. Provide complete product composition, construction, function, origin facts, producer, exporter, assists, and value inputs. Do not promise a definitive HTS classification, duty amount, AD/CVD scope result, or product-certification conclusion unless the authorized party has completed that work.

  • Run a date-stamped tariff estimate when duty materially affects the commercial comparison.
  • Screen possible AD/CVD orders by product and country, then read written scope language.
  • Confirm the delivery rule, exact named place, payment instrument, title language, warranty, remedies, governing law, and dispute process.
  • Identify customer specifications or U.S. agency requirements that must be resolved before sample or production release.

Submit one controlled package and define the next decision

Send one response index with links to controlled files. State what is firm, what is budgetary, what remains open, and how long the offer is valid. When the buyer changes a quantity, drawing, material, or delivery term, issue a revised matrix and quote instead of editing the old document without a revision record.

Glossary

Assumption
A fact used to prepare the quote that the buyer has not yet confirmed.
Compliance matrix
A line-by-line record of each requirement, supplier response, evidence, exception, and status.
Deviation
A proposed departure from the buyer's stated requirement that requires visibility and approval.
Firm quote
A commercial offer made against a defined scope and assumptions, subject to its stated validity and terms.
Incoterm
An ICC trade rule allocating specified delivery obligations, costs, and risk between seller and buyer.
MOQ
Minimum order quantity or release quantity accepted under the stated commercial conditions.
NRE
Non-recurring engineering or other one-time cost needed to prepare production.

FAQ

Is there one mandatory U.S. industrial RFQ format?
No. Private buyers use different systems and templates. The stable pattern is complete technical, quality, commercial, delivery, evidence, and exception information. Treat NIST examples as useful structure, not a universal legal form. [1]
Should we quote when information is missing?
Only with explicit assumptions and a clear budgetary or conditional status. If a missing fact can reverse manufacturability, compliance, or cost, request clarification before issuing a firm quote.
Can we propose an alternate material or process?
Yes, but show it as a separate option with the reason, technical effect, validation plan, price, and lead-time effect. Never substitute silently.
How much factory information should we attach?
Attach what supports the quoted requirement. Relevant process, equipment range, inspection, traceability, comparable records, and site identity are stronger than a large generic presentation.
What is the difference between production lead time and transit time?
Production lead time covers order release through goods ready to ship under the stated assumptions. Transit time covers transport. Keep them separate and state who controls each.
Should tooling be included in unit price?
Show tooling and other non-recurring costs separately unless the buyer explicitly requests amortization. State ownership, location, useful life, maintenance, replacement, and what happens at termination.
Can the supplier calculate U.S. import duties for the buyer?
The supplier can provide product facts and a date-stamped estimate. The U.S. importer of record remains responsible for reasonable-care entry decisions and should review classification and treatment with its broker or counsel. [3]
What should happen after submission?
The response should name the next decision, owner, and date, such as a technical review, clarification round, sample plan, evidence review, or revised commercial offer.
